NASSMC Report - Vicente LLamas: National Association for State Math and Science Coalitions will hold its national meeting in Baltimore 11/20 22/97. Larry Rucker (NM-SDE), Rick Scott, Vicente LLamas, Barbara Kimball, and Mary Finch will be attending. The focus includes strengthening state groups and on communications. They have received support from NASA and industry. There is a proposal pending with NSF. 2. SIMSE Update - Mary Finch: Funding from the State is still pending. The question is the role of the RECUs. Currently they are funded by a no cost extension from NSF. Two professional development workshops are upcoming for past participants and there will be a principals' institute. A meeting & survey have been scheduled for the summer Institute directors. A toolkit developed by SIMSE is ready and will be available at the workshops. 3. CETP Update - Barbara Kimball: Funding has come through and subcontracts have been accepted by NSF! SDE is reevaluating the competencies for licensure and CETP will host first task force meeting. Applications are available to be on the task force for this evaluation. Vicente suggested that NASSMC attendees attend sessions on licensure/certification. Vice-Chair of Professional Standards Commission will be attending NASSMC. Each task force will look at the national standards. Rick suggested that the groups look at MAA Call for Change and NCTM standards in math. ETS has set standards for m/s teachers in development. These are being developed in conjunction with the national groups. There is a question as to whether or not this will address only initial licensure. Other associations are also addressing content competencies for teachers. Completion is expected by December, 1998. It was moved and seconded that NMPMSE send a letter to SDE-Marilyn Scargall to identify the issues identified by members of the Partnership. Motion carried. These issues include: inconsistencies for in and out of state applicants/reciprocity, what competencies/levels; will competencies be required or just credit levels.; discrepancies at mid school on content background requirements; what are the elementary competencies as different from secondary. - should they be different and how; will 2 year institutions be included or just the teacher ed programs; how will two year and transfer programs be handled; and open meetings. The Gallup Perceiver System could be included in the letter as a system to look. NMPMSE should offer to SDE a partnership to examine this further in terms of looking at a long range plan, especially as it relates to the pool of teachers available for the smaller and rural schools. NMPMSE should present at the upcoming meeting of the SBE in Santa Fe on 11/24/97. A presentation should also be made at the next meeting of the Professional Standards Commission. Members are encouraged to submit applications to serve on the task forces and encourage others to do so. Whoever is selected should notify Rick or Vicente. This issue needs to be addressed in a systematic way. It should be added to the next agenda and include a data presentation. 4. RSI Update - Betsy Yost: The Mid Point Review and Reverse Site Visit will take place in December and a formal site visit is anticipated in January. Highlights include the establishment of a new office of science and technology at the Division of Dine Education & the transfer of the management of the coalition to the Navajo Nation; the formation of collaborative organization among the northern and southern pueblo school and BIA agency; the establishment of a 501 C-3 organization as a department of education; The establishment of the Tribal Innovations Project in Arizona in collaboration with WestEd and SWCC to address implementation of standards based curriculum in the classroom; a collaboration with the Education Trust to align curriculum with standards and to address performance standards; providing data profiles to participating districts; and the piloting of a new accountability system based on the district developed EPSS. UCAN was asked by NSF to address the issue of potential rescaling of the overall project. A subset of communities/schools are being identified as focus communities where all elements of systemic reform are being addressed. Other communities will be served as they fewer elements of reform. 5. New Mexico Academy of Sciences - Richard Nygren: Their agenda is to get more involved in science education. Currently they sponsor the Visiting Scientist Program administered by NMHU and the student paper competition. They want to focus on improving science through the content standards and by critiquing the science performance standards. NMAS will look at training for physical sciences and wants the Academy to become a network or umbrella for resources. They are looking to expand its membership from approximately 200. The annual meeting will be at NMMNH. 6. Gorton Amendment for block grants for Eisenhower Funding - Senator Bingaman indicated that it may not be block granted. 7. Invite SBE members to attend our next meeting. MG Martinez will get addresses to Rick. 8. A collaboration of the Technical Industries Association (TIA), LANL and SNL is looking at creating centers of excellence at 2 year institutions. The NMPMSE needs to address two year institution participation. 9.. Announcements - The NSTA regional conference will be in Albuquerque in fall, 1998. Quincy Spurlin distributed program proposals with a 1/15/98 deadline. This is the first year that NSTA is asking presenters to identify what part of the standards is addressed in each presentation. Chair for the local arrangements is Teresa Kokoski and Pat Logan is overall chair. -M/S Resource Directory is on the Web will go public shortly. It was initiallyNMCRCM, updated by Albuquerque Academy and is currently supported by LANL. NMPMSE will be notified when and how to access. -LANL has a new director who is interested in education. Also, Frederico Pena (DOE) has placed an emphasis on more community service which includes math/science education. -The ecology group at LANL will provide a presentation on 12/2. Contact Julie if interested. On 12/3 there will be a series of tours into closed areas including the Sergay Ruin. -Cathy Gosler-UNM Dept of Math competition. It is anticipated that it will be reintroduced in April. Anyone interested in getting involved or giving input should contact Kathy. 10. Next meeting time and place: The next meeting will be held on 1/15/98, 9:30 to noon in Las Cruces in New Mexico State University's Corbitt Center, Room 317.
