NEW MEXICO PARTNERSHIP FOR MATH AND SCIENCE EDUCATION February 20,1997 at New Mexico Tech Socorro, New Mexico Meeting Summary - prepared by Betsy Yost Attending: Abad Sandoval, Garry Davis, Vanetta Perry, Elaine Hampton, Rick Scott, Vicente LLamas, Quincy Spurlin, Betsy Yost, Teri Conrad, Leonard Plunkett, Barbara Kimbell, Kathryn Powell, Terry Dunbar, Toni Trujillo, Leslie Hall, Ted Korbin, Marj Austin. I. The meeting was called to order by Co-Chair Rick Scott at 1:45. He introduced Vanetta Perry who was hosting the meeting on behalf of New Mexico Tech. A welcome was made by Herb Fernandez, TechUs Vice President for Institutional Development. Members were asked to introduce themselves. II. Reports A. Strategic Plan for Public Education- Abad Sandoval: A total of 30 people were appointed and were representative of New MexicoUs population based on gender, ethnicity and geographic distribution. They worked for approximately 4.5 months, reporting to the LESC in mid-November. In January, 4 town halls were held. Six strategic goals were defined. There is a bill pending in the legislature that would continue the process to develop a plan to institutionalize at the district level. SIMSE continuation proposal-Elaine Hampton: Toni Trujillo (SDE) has been promoted to fill Paula Sass DonnellyUs position. Elaine Hampton reviewed changes in the proposal. They are in competition with 13 state with only 2 to 4 to be funded. They expect to hear in April. The fiscal agent will be SDE with subgrants to the regions. The Management structure addresses greater collaboration of SDE and SIMSE as well as with colleges of education. Technical assistance for the EPSS will be provided. Korbin brought up issue of indicators of success and evaluation of whether or not the initiatives and collaborations really makes a difference. C. Collaborative for Excellence in Teacher Prep (CETP) - Barbara Kimbell: The contract from NSF is forth coming. The purpose of the project is to improve science/math/technology preparation of future teacher. The project focuses on reform content and teaching, the development of improved institutional policy, support of Novice teachers, increasing diversity of teacher, and dissemination. The PI, Ricardo Jacquez of NMSU, anticipates much collaboration building during the summer. NSF view the novice teacher and s/m endorsement as strengths. D. AP Legislation - Betsy Yost: Senate Bill 48 has been sponsored by Sen. Mary Jane Garcia of Las Cruces to add $250,000 in new funding to AP-NM. The funds would be flowed through the CHE to NMHU, which is similar to the funding of NMMESA. New funding will focus of establishing a funding base for salaries which has not been provided previously and growth in the number of schools and courses offered as well as the number of students enrolled in the courses and taking the exam with a score of 3 or better. It will also include a continued focus on the development of a K-14 seamless curriculum and the use of distance education. There is very high potential involvement of industry due to the support of Senator Bingaman and his staff. Through CHE Eisenhower funds AP-NM will be working closely with programs funded at NMSU and NMMESA. E. Summer Institutes on Standards and Materials Adoption - Elaine Hampton: The NMPMSE and SEDL will be sponsoring a parent workshop for 50 people/20 families. Applications will be distributed the week of 3/3/97. CADRE OF TEACHERS - 60 teachers are to be trained to look at standards and match with materials. SIMSE will partially fund participants. F. Master of Science Teaching (MST)- Vanetta Perry: Thi degree program was established in 1969 and has graduated 195 teachers, most of whom are math and science teachers in NM. It is content-based and includes experiential learning. There is an informal approach to pedagogy through teacher sharing. A research component is part of the summer course and continues throughout the academic year. A technical/computer skill and technical communication component has been added. III - Presentations by Corporate Visitors A. Teri Conrad - BHP Minerals Teri is an educational consultant and works in Arizona and New Mexico. She discussed hiring practices of the corporation. Approximately 75% of their workforce is Navajo and their mining operations are on reservation lands. This reflects the BHPUs global policy in working with indigenous peoples. They are very involved in environmental education. They sponsor the "Tailgate Classroom" which has been cited as a model by a school accreditation team. BHP will be building a 4000 sq. ft. For environmental education in the Four Corner area that will also include mineral education. A statewide summer workshop is planned for summer, 1998. B. Ted Korbin - PNM - Ted discussed hiring practices and some of their management practices based on their Performance Management System and Competency Dictionary. Employees must demonstrate their worth based on what they will do, what they will contribute to the organization. VI. Announcements A. The mathematics and science consultant positions are open.
