Welcome and Introductions II. Discussion on recently funded Regional Roundtables on P-16 Partnerships for Teacher Preparation and Development The Commission on Higher Education has awarded NMPMSE $10,000 to coordinate Regional Roundtables to follow-up on the work begun at the statewide Roundtable last September. The Roundtables will be held in the Fall. Tom Gale will be the General Coordinator. David Colton of UNM will coordinate a Roundtable in Albuquerque, Rick Scott of NMSU will coordinate one in Las Cruces, James Abreu of NMHU will coordinate one in Las Vegas, and Jerry Everhart of ENMU in Portales. Specific agendas and participants are still to be determined. III. Linking Leaders Initiative funded by NASA NASSMC has selected New Mexico along with Wisconsin to participate in the next round of the Linking Leaders Initiative. The project's goals are to: 1) promote the implementation of state actions plans develped by the states that have participated in the Linking Leaders process; and 2) assist the states in building or strengthening their organizations, promoting their MSTE change agendas, and improving their NASA state-level connections NASSMC has asked us to invite 6 leaders to a meeting in Albuquerque on June 11. NASA will also invite 6. IV. Update and discussion on legislation - see below for a report It was pointed out that many of the bills that were not acted upon are do involve money so will be part of the budget process in the Special Session V. Reports A. Tech Corps - Brian Harris Tech Corps provides technical assistance to schools by organizing volunteers from business and industry. A group of 5 such volunteers recently assisted the Cuba Schools with some troubleshooting of their network and the computers in it. Brian Harris coordinates Tech Corps in New Mexico and is based out of Technet. He is actively looking for more volunteers and can be reached at bharris@nm.org. New Mexico Tech Corps has a web site at www.techcorps.nm.org. B. Globe NM - Carlos French C. Lockheed-Martin Academy - Anne Madsen Plans for the Lockheed-Martin Academy this summer in Portales are on hold until a state budget is approved by the legislature and signed by the governor with the supplemental funding that is necessary. VI. Board and Officer Elections As only one Board Member (and a representative for one other) were present, Board and Officer elections were once more postponed. VII. Next meeting time and place To be in the summer at a time and place to be determined. ************************************ Results of the 44th New Mexico Legislature Perhaps of Interest to the NM Partnership of Math & Science Ed Passed SB110 Teacher Professional Development Passed Senate (33-2) and House (52-5) ...the state board shall perform the following duties: [the bill then reiterates current duties changing the term "regulations" to "rules", and then adds the following new duty:] AA. develop a systemic framework for professional development that provides training to ensure quality teachers and principals and that improves and enhances student achievement. The state board shall work with public school educators, the commission on higher education and institutions of higher education to establish the framework. The framework shall include: (1) the criteria for school districts to apply for professional development funds, including an evaluation component that will be used by the department of education in approving local school district professional development plans; and (2) guidelines for developing extensive professional development activities for school districts, including teaching strategies, curriculum materials, distance learning networks and web sites to ensure that the state board's rules pertaining to content standards and benchmarks are used by New Mexico teachers." SB581 Alternative Teacher Certification Program Passed Senate (30-0) and House (65-1) A person receiving an alternative certificate shall complete a minimum of twelve semester hours of instruction in teaching principles in a program approved by the state board or the state department of education in concert with the school district shall verify that the teacher candidate has successfully demonstrated the state-board-approved competencies for entry level teachers that correspond to the grade level being taught prior to assuming teaching duties. SB622 Teacher Merit Pay Task Force Passed Senate (39-0) and House (54-2) Will have 15 members: 3 appointed by Speaker of the House, 2 by Minority Leader of House, 3 by Pres. PT of Senate, 2 by minority leader of Senate, 1 ex-oficio from Governor's staff, 3 public members appointed by Governor, 1 by State Board of Ed (at least 4 will be salaried educators) HM 19 The SDE & the CHE Will Collaborate to Establish Statewide Standards for the Level of College Credit Received by Students Who Perform at an Acceptable Level on the Advanced Placement Exams. Passed House (61-1) Vetoed HB 21 Teacher Loan Repayment Act Passed House (56-8) & Senate (28-3)- VETO(Apr.9). "This legislation would have provided for repayment of certain debt incurred by teachers in exchange for re-locating to under-served parts of the state. This legislation is vetoed because it proposes an unnecessarily complex and bureaucratic statewide approach to a problem that should be addressed locally." SB90 Teacher Loan For Service Act Passed Senate (32-6) & Senate (58-5)-VETO(Apr.8). This legislation would have created a student loan program for prospective teachers enrolled in New Mexico institutions of higher education. The legislation provides for forgiveness of all or part of the loan if the recipient pursues a career as a licensed teacher in New Mexico for periods specified in the bill effectively creating a grant. I have vetoed this bill because there is no requirement for the minimum number of hours per semester, no minimum GPA requirement, and no requirement for a degree in their main teaching field. Furthermore, the New Mexico Lottery Scholarship Program continues to serve as a real solution to the problems perceived by the proponents of this bill. SB738 General Appropriation Act of 1999 Passed Senate (26-9) and House (39-26) VETO(Apr.8) "Please note that I did not veto either this bill or its predecessor simply because of school vouchers or other public school reform initiatives. In addition to public school reform, I am particularly concerned about approving a bill that contains unrealistic and unmanageable appropriations. None of the serious inadequacies mentioned in my earlier message were sufficiently addressed in this measure. I have attempted to outline my requirements below as clearly and concisely as I can: Any compensation appropriation that appears to be conditioned in any way on any collective bargaining agreement will not be approved. Appropriations for critical agencies and programs must be minimally adequate. State agencies must be provided with sufficient budget adjustment authority to be effectively managed. Public schools must be given the opportunity for real reform."
